Summary Of City Council Regular Meeting

City Council meetings and Work Sessions are now held on the same night – the first and third Tuesday of the month. Work sessions start at 4 p.m. and regular meetings follow at 6 p.m. in the Council Chambers of City Hall, 222 N. Tennessee St.

The meetings are aired live and in rebroadcast on AT&T U-Verse channel 99, Time Warner Cable channel 16 in McKinney and on the city’s website, 0Hwww.mckinneytexas.org. All meetings are archived for on-demand viewing on the website. The website also includes a link for meeting summaries.

 

 

Work Session Meeting agenda summary

City Council discussed the composition of the boards of directors for tax increment reinvestment zone number one (TIRZ No. 1) and tax increment reinvestment zone number two (TIRZ No. 2). The McKinney Independent School District and Collin College waived their appointment to the boards. Since the ordinance created a board with 11 members, the City Council agreed to vote at the next meeting to reduce the number of seats on the boards to nine, the current number sitting on both.

Senior Planner Jennifer Arnold presented the 2010 Development Services Department Annual Report to City Council. The report includes information including demographics and McKinney characteristics, department achievements, building inspections, parks development and regional transportation projects summary.

City Council discussed the proposed corridor commercial overlay district regulations, including Highway corridor building height policy possibilities and feedback received through the solicitation of public input and possible revisions to address the public’s feedback.

Information Sharing

Collin County Commissioner Joe Jaynes presented Mayor Brian Loughmiller and the Council with a check for $1,370,000, or 50 percent of the design and construction costs for Bloomdale Rd. east of 75 to Press Elementary.

Parks, Recreation and Open Space Director Lemuel Randolph presented to the McKinney City Council the Gold Medal Award for 2010. This prestigious recognition is awarded by the Texas Recreation and Park Society for excellence in recreation and parks management.

Consent Agenda

This portion of the agenda consists of non-controversial or “housekeeping” items required by law. Typical consent items include board minutes, ordinances and resolutions. All agenda items passed.

Regular Agenda

With item 11-143, City Council unanimously appointed Dr. Ewa Cissik to the Animal Service Facility Advisory Committee. Dr. Cissik fills the Veterinarian spot on that committee following the resignation of Dr. Laura Peyton.

 

Public Hearing

A public hearing was held on an application submitted by G.H. Sports Group to the McKinney Community Development Corporation (MCDC) requesting $300,000 for the construction of an artificial turf sports complex at Craig Ranch. According to its bylaws, MCDC funding grants for amounts exceeding $100,000 must be approved by the City Council. The G.H. Sports Group previously submitted an application for funding to MCDC last year for a larger-scale complex in a different location. It was approved but subsequently rescinded and replaced with this current application. City Council denied the request for funding in Item 11-144.

At the applicant’s request, item 10-118Z was tabled for a future meeting.

Item 11-010Z, a rezoning request located near U.S. 380 and Bridgefarmer Rd., was approved as conditioned in the staff report.
