McKinney PD Begins Internal Investigation into Alleged Unanswered Complaints Against Russell

Update (11/18/11) – McKinney Police apologized to a the young girl who claimed Dr. Russell sexually assaulted her.  The assault happened five months after the incident was first reported to police.

MPD said Wednesday it’s “with great sadness” that they investigate the alleged non-response into earlier complaints against David Allen Russell, who was arrested last week. Here is a transcript of the department’s release:

The top priority of the McKinney Police Department is the safety of our community. Furthermore, the trust of our community and its continued support is an invaluable asset to the success of our department.

It is with great sadness that recent events have brought to light the need for an internal investigation into allegations that earlier attempted complaints against David Allen Russell did not receive a response.

Now that we are aware of this significant issue, we are working diligently to learn the details of what happened. The City of McKinney and the McKinney Police Department are taking this investigation extremely seriously and will do whatever it takes to find answers to the unanswered questions.

We have confirmed that Carla Mullendore and Samantha Camarillo visited the McKinney Police Department at the Public Safety Building on February 15, 2011, at approximately 9:45 p.m. In addition, we have confirmed that they spoke to the officer assigned to work the lobby that evening and requested to speak to a detective.

The two women spoke to the officer about possible sex offenses that had previously occurred and were seeking direction as how to proceed. Ms. Mullendore, Ms. Camarillo and the officer agreed that the two women would be in contact with the supervisor of the Special Victim Unit (SVU) the following day.

Through a recent conversation we had with Carla Mullendore, she confirmed that she called the department the day following her visit and left a detailed message.

In addition, we have confirmed that Ms. Mullendore contacted Child Protective Services (CPS) sometime in July 2011, and as a result, a CPS referral was sent to the McKinney Police Department via e-mail on July 28, 2011, regarding a non-in-home offender.

The current investigation into David Allen Russell began with a call to our department from Ms. Mullendore on Oct. 12, 2011. Our focus continues to be the thorough investigation of the allegations made against David Allen Russell.

Regarding the voice message left by Ms. Mullendore in February and the email sent by CPS in July, we are working as expeditiously as possible to determine why they went unanswered.

At the end of the internal investigation, we are committed and dedicated to taking swift, fair and deliberate action to ensure similar circumstances do not happen in the future.

The internal investigation is ongoing and while we don’t have a specific timeframe for its conclusion, we will keep you as updated as possible on the timeline.
