The City of McKinney has hired Barry Shelton as interim deputy city manager, Jose Madrigal told TownSquareBuzz.com on Tuesday.
Madrigal, who is the acting city manager since Jason Gray’s resignation, said, “We needed a third helping hand” to go with himself and Rob Daake, who are the assistant city managers that had worked under Gray.
Shelton has served since December 2011 as McKinney’s executive director of development services. According to the city, from 2001 through September 2007, he was a senior planner for the City. He managed the City’s Comprehensive Plan update in 2003-2004 and kicked off the Town Center Study prior to leaving the City in 2007 to serve as the Director of Community Development for the City of Sachse. Shelton held this position from 2007 through December 2011. Shelton received his Bachelor’s Degree in Planning and Resource Management from Brigham Young University.
Madrigal is still handling supervision of the police and fire departments, internal city services. Shelton will handle development services, such as parks and recreation among other things. Daake will handle internal services, including library and human resources among other things.
In addition, the City of McKinney is bringing in an interim human resources director in Kathryn Usrey. She is the interim HR director in New Braunfels currently and has 25 years of HR experience. She worked in Carrollton prior to New Braunfels. Usery was hired on an interim basis until they go through the process to hire a permanent director.
